There probably will be apps for this or special browsers that just fool everything to Android that the app is used on the Samsung phones while it isn't and can be used on what ever.
It seems to be more of a software thing so it just takes time to get alternative if that feature really is that great to have.

Couldn't one just make an app that snaps and crops a screenshot and uses Share feature to send that image to any image search engine?

Just wait for these commerce-friendly gestures:
- Outline to Order: wrap around anything and add it to your shopping cart. To avoid licensing conflicts, outline must deviate by at least 10% from a circle.
- Probe to Purchase: a wiggling long-press gesture on a single item which maps to one-click purchasing. Exclusive to Amazon users.

Doesn’t seem to be a big issue here to be honest, sounds like Vlad is trying to make a mountain out of a molehill. No one had even heard of circle to search until last month, and it’s something that was created by Samsung and Google, so they have every right to focus on their own devices first, but they still plan to bring it to other brands in the same year anyway. Sounds like a good thing to me?
It’s not like circle to search is a life changing necessity anyway.
