Apple's entire business plan is to try and create as much of a monopoly as possible and EU's entire stick is to fight monopolies - these two goals are incompatible.

I mean, Apple doesn't NEED to make money off of every single app. They're big enough and resourceful enough that it's no longer a requirement. At this point, it's just broken legalities and a missed opportunity of making more money, of which the latter issue is what's driving the former.
