Apple, Google and Microsoft are trying to take more and more control of of our devices and the tech bros want more and more control of our lives. My Note 3 has features the new Samsungs don't. User replaceable battery, expandable memory, headphone jack, led notification light, IR blaster, etc.

When compared to Snapdragon 8 Gen 2, 8s Gen 3 has newer architecture cores (X4,A720,A520), therefore it has slightly higher (3-5%) higher CPU performance as compared to 8G2, despite lower clocks on the large core. It is built on a more recent process node (N4P) as well compared to 8 Gen 2 (N4). The combined effect of the newer cores as well as more advanced process results in better power efficiency for 8s Gen 3.
Feature-wise, 8s Gen 3 and 8 Gen 2 have no differences.
It's only the GPU where 8s Gen 3 falls short. It has the same shader configuration as 8+ Gen 1, i.e., only 60% ALUs compared to 8 Gen 2. It tries to make up the performance deficit using higher frequency, but the peak performance still falls short by around 15%. In terms of power efficiency, at low loads both processors have similar efficiency, but at high GPU load, 8 Gen 2 becomes considerably more efficient.
Overall I would call it a tie.
In any case, Snapdragon seems to be aligning the 'Gen' version to the time of release. At present their Gen 3 series (released since Q4 2023) has 4 processors:

I can't stand having to download and access apps for so many things these days. It's just a way for corporations to get rid of workers.

Another phone that looks decent that we don't get in the U.S. If it had a gun in it, all the carriers would have it. No more flagships or anything close for me. I have a Sony Xperia 5III and some old LGs I use for music. When my Sony stops working, likely due to T mobile blocking it, I'll just get a cheap one that has at least reliable reception. Why spend a lot for a device with planned obsolescence? Even if it lasts a year and a half, the forced updates will screw it up anyway and if they don't, carriers here will block it. T mobile raised their rates. My eldery mother was told that they will block her working phone soon because it is too old. It has 4g, though.
As for Android, Google screwed it up around the time of 10 and 11 and it's become even less user friendly. I expect 15 to remove the ability to not have the power button stuck as Google assistant. They'll require us to keep our phones on all the time. They can track us better for ads and phones will last less. We will probably need to use their horrific AI crap with voice commands to do anything on our devices.

Snapdragon 7+ Gen 3 is based on the same die as 8s Gen 3, so it has the same CPU architecture/core configuration and the same GPU, only slightly underclocked. In addition, however, there are certain small differences. 8s Gen 3 uses x70 modem while 7+ gen 3 uses x63. Also, 8s Gen 3 has Hardware-accelerated AV1 decode and Hardware-accelerated Ray Tracing, which 7+ Gen 3 doesn't have.
