Initially, this may cater only for Indian market. if proved successful, they may start using it for other regions as well. Already, Foxconn facilities in India are making iPhones but lower variants and in some cases older version but higher variants. They probably have mitigated all issues that could happen. Apple won’t rush things in this area

now Apple starting return back production line to china, India's production lines only supply local markets. Local governments do scare manufacturers.

This isn't just production for the local Indian market. There's a good chance the next US administration (either candidate really) is going to impose heavy tariffs on China. It's been no secret that companies are looking to move production out of the PRC, mostly to Vietnam, but India is benefitting as well.
