Yes , all three will be on 4.3 by the end of october.
Why ? Because without 4.3 , Smart watch doesn't work with any of them except Note III.
So Samsung will release updates as soon as possible.
HTC ? They only give update to One but not their other phones like DNA or One S or One X etc.
but Good News for the One users , Enjoy Guys

I'm typing this with my galaxy nexus 4.3 jb. While my hTc One still on 4.1.2 jb
