But one solution , when you are not using internet than turn it off, but you ll not get notifications. That's why you lots data even if you are not browsing, because few app use internet in background to notify you , few app like email app use internet for sync every 30 minutes or hour whichever time you set in setting.
So its normal if it few.

Go to setting > swipe left to application, go to background task, block unnecessary apps there. If you lots much data than complain it to provider. Its a normal if you loss few data. It happen with every phone.
