Here is the latest information about file manager in WP 8.1
It will be managed by the OS only and users will be able to access, third parties cannot touch it. It will not be system wide, but it will look the same as the drives you see when you connect your phone to pc. It will be modeled on skydrive.

Flick down to close apps like in Windows 8,
File Manager,
installation and storage of apps on SD card.
