If you are downloading then you can't even open and see wallpaper because downloading will pause forget about apps.
Thing is you can't download anything in background. But
I don't know about other downloading apps may be they can do that but you can't download anything in background in UC browser.(Not in my knowledge)

You can't download and play game at same time, yeah but music an be played in background but you can't download anything in background.
and resume depend on from which type of server you are downloading, if it support resume then will resume, otherwise it will not.(Normally all mp3 downloading sites support resume)
Cons for me are
1. No File-Manager
2. Default Browser doesn't support download and till now I didn't like any third party browser.
3. Lack of good apps/games(specially free)
4. Poor battery performance in browsing and games
