both "ok google" n "hey cortanta" are passive voice features. it means when u activate this feature then your device goes in always listening mode in background and even in standby mode.
means anytime u say "ok google" without touching ur phone then ur de ice activates/wake up automatically.
is this possible in ur bros moto g???

I have moto G here in my home but "o... moremy friend...i have also same case as you...my brother have moto g.....so to activate your " ok google" you need to be updated on 4.4.4 kitkat....only then you will find ok google feature in that phone......!! this shows that ms can also make voice activation compatable with the 400 chipsets....!!

I have moto G here in my home but "ok google" voice activation not working on it... I tried it several times from date of purchase but no luck..
looks like only moto x has voice activation feature..
ms just enabled voice activation in lumia denim.. n they easily done this because 800+ chips has dedicated voice activation engine...
just give them some time to make it possible on lower chips.
