Oh, personally, I prefer Opera Mobile over Dolphin Browser HD as I'm not a heavy internet user
Opera Mobile feels smoother as well IME

One very important plus for Galaxy W is that it has wider screen.
Both phones are 3.7", but because of different aspect ratios Galaxy W has screen width of 48.4 mm, and Neo V is 4.60 mm. 2.4 mm may seem small, but it makes a big difference when entering text in portrait mode. Just for the reference, iPhone has screen width of 49.3 mm.
Also, 16:9 aspect is not the holy grail. It is good for watching videos, but it is not good for games such as chess and sudoku, which make good use of a more 'square-ish' screen.

Oh and I have an Xperia Arc, not an Xperia Neo.

Both phones appear to be good and have their pros and cons. Both are rather complete. Neo has better optimized software and SE's nice launcher, Samsung tries to catch up with more processing power but thanks to it it's going to be faster in games (though all modern games will run as well on the Neo V). Neo has a better screen but Galaxy is a bit thinner. 2 decent inexpensive phones. Like GSMarena stated in the end, Neo offers better "bang for the buck" but Galaxy W is a good phone too.

You're not keeping up here.
The processor speed from the MSM8255 -> 8255T makes nigh a difference from day to day use, yet at its base, the NeoV contains better software optimizations under the hood.
Run the game 'Fallen Realms' on both platforms to see what I mean -> Where the NeoV navigates through the point and click menus swiftly, the GW, and even the GS2, lags behind due to the way they're coded.
Just flash either machines with CM7 for now and both are overclockable to the point you'll kill either machines' batteries faster than you should due to e-peen.
CM7 or not, both machines run even the graphically intensive Real Racing 2 and Modern Combat 3 at the same rate, with either platform loading one game map faster than the other both ways on several occasions, but not enough to make any difference.
Again, camera quality? On a cellphone? Sad point to bring up from both sides of the party, as neither these cellphone cameras are remotely good.

CM9 for GW is also on its way so i guess i'll be experiencing ICS earlier that your Neo V. These problems that you are suggesting can be easily fixed, given that my phone's rooted, but there's nothing you can do to improve its lack of processor speed and camera quality. nuf said. ;)

By default, it has the better, more optimized web browser between the 2 units.
While synthetic benchmarks say otherwise, RL game performance on both units barely show a difference between one another, utilizing the same GPU.
It's screen is superior to the one on the W, boasting somewhat better contrast levels, colour accuracy and pixel density.
In terms of ergonomics and design, the NeoV is ahead of the GW thanks to its ergonomic handling based shape, which helps when you're travelling on the road a lot everyday, and its lightly skinned default interface is aesthetically more pleasing that that monstrosity we know as Touchwiz.
Camera? Talking about a cellphone camera here? Pardon me, but having to rely on a cellphone camera is just sad. Both these units are subpar at best, which goes the same for any cellphone camera out there, with the N8 being the only one being just passable.
In terms of CPU speeds and end user craving for the GHz numbers, flash both with a custom ROM and overclock.
As it stands, the only thing that the W stands out in right now is its default CPU speed, which is nothing more than a measure of e-peen through synthetic benches.
