It has OIS just like you said, and can capture more detail in low light. Has slow-mo feature and A8 doesn't have that.
But yes, the front camera are better in A8.
But overall i think s7 is the best choise..

galaxy A8 or S7?
The S7 has optical image stabilisation but there is no dual camera. I think low light performance will be better on s7 because of this.
The screen is bigger on the A8.
The S7 has a faster processor but overheating issues are reported.
