Note 4 will have Tizen OS not Android.Galaxy series is Android based so it will have android only!! Like ATIV and OMNIA were of Windows
Tizen OS will have another series they will confirm soon

But yet a lot of other Android phones lag too except a few moto and Nexus if Ram is 512 and Processor is Dual Core but you'll never see something like this in Windows they are pretty smooth the rest I shouldn't argue but at lest their platform is very consistent and fluid as compare to Android

Mind u all, Pentium Processors, from 1 to 4 were developed once, only difference n size bigger t smallest. But launched n span of 6 years.
So by bits n pieces, sammy is going to enhance resolution, screen size, Qhd, Ram, Gpu, Cpu, that how It done business way. Dont expect overnight but gradually. Each set at least first two qtrs sell fr 1000-800 bucks. This is the profit n trillions, So cost or technology is already same just no game. 800, 805 etc.

Even in 4 GB Ram this phone is gonna lag don't be so much excited the whole problem is the Android itself and other tools offered by the Galaxy series which causes lag issues..

Its still a phone. You use the term phablet to discribe the phone size. Tablet on the other hand is a different story. You dont use a tablet as if its a phone all day long.
