Any region variant of the Note II devices can be installed with stock ROMs of whatever network or country firmware from sammobile.com
I for example have a UAE region unit and can install a Philippine firmware. It's the same make device. The National Telecommunication Commission (NTC)sticker is just there to tell you that it is for the Philippine region.
I heard the new 4.1.2 with battery drain issues being eliminated with one or 2 more firmware updates is out in the Philippines. I don't see much incentives to upgrade this right away as I am enjoying the benefits of a rooted unit on stock Touchwiz OS - Anroid 4.1.1. I have yet to try out custom ROMs but have not yet seen anything interesting as I'm so satisfied with the 20 hours usage time per charge with the tweaks of the CPU and kernel.
A point of having an Android unit is the customization aspect, that is rooting. Again, putting back the entire original firmware is so easy. You just need to learn from sammobile.com. You rarely will see any of these cellphone kiosks in malls offering rooting services as these "technicians" have to download and learn per model make and per custom ROM. That's why you only see iPhone jailbreak services most of the time - that's the most thing they know how to do.
This is not for the faint hearted or those who don't know what they are doing and could lead to the broken unit. One such site I can recommend are the tutorials of High On Android. You can look for him in YouTube.
I also do recommend you start joining in the discussions at http://xda-developers.com/ They do have some interesting tips, review of ROMs, apps and accessories. One guy managed to combine the 6400mAh Mugen battery with an Otterbox Defender case with a cutting modification. My handle name there is TheNeighbor101.

It's an app called Aptoide. It's like Installous from iPhone. You can add sources and download apps for free. It's easy to use. It's for all android devices. Enjoy!

Do not update to the latest software upgrade(which says bug fixes of around 80,90Mb)....It drains the battery! within 6hrs of full charging I had to charge my phone again..4.1.1 was great...4.1.2 sucks and all there small upgrades :(

Open file manager
> sdcard0> Android
Select android and move this entre file to Extranel sdcard
And second thing move all thumb nails to ex sdcard
Then check in task manager > storage

If it is sim free/openline, you did not buy in TriNoma or from kimstore/widgetcity? Then it is possible your Note 2 may have found its way to philippines through unofficial channels and not even under samsungs official warranty. The 4.1.2 update rolled out for openline devices in philippines long ago, and now there is already two more updates.
The only suggestion i have is that you try to install Samsung Kies on your PC and connect your Note 2 there to check for update. If not you may have to update manually using Odin, with the risk of bricking your phone.

U can use Directory Bind to move apps into sd it works....
