because Samsung is Apple's copycat
iPhones have no baseband radio, Samsung then follows
The 2010 Xperia x10 android 1.6 had no radio
but samsung provided fm radio on its GS1
Last year samsung realised that iphone had no radio. You have known then that samsung has ditched fm radio from S4.

It is only an option.

When riding a bus the signal is not stable. You need to stretch the messy headset wires to get a clear reception.
There are lots of quality bluetooth headset with FM radio that gives clearer reception even without the messy headset wires and better audio quality than the built in radio.
