The main reason is that the JP version has extra things specific to Japan - like built-in software (and hardware?) to receive earthquake and tsunami warnings, which are somewhat relevant here, and also extra NFC software for the Mobile Suica/ Osaifu-keitai facilities (it can be used as an NFC train pass here). These things add to the production cost, and that's why I think (but don't know) they released a slightly different version here in Japan.
