You can have anything on an internal drive, but there are a lot of limitations to cards. Saving music from Spotify or Google Play saves internally, and having the extra space helps.

So why would they make a 32GB version??
As for RAM, you would not see any difference between 2GB and 3GB on this phone, see the benchmarks for the G3 2-3GB, and that one has qHD resolution,etc.
And I think you also make a big error, this is a compact flagship not a compact affordable flagship. It has the same specs as a g3 + and - some features, and it costs less than a big screen flagship (mainly because of the screen and battery).
So what it the issue with the price?
In my country it cost 430-450€ compared with the g3 -600€
This phone is what you exactly think it isn't, a flagship with the same specs as all the other flagships of the moment in a compact shell and it cost less than a big screen one.

Its a real shame that it wont be able to compete with the new flagships, if it had a 32GB option, or a 3 GB RAM version, this would be the phone to replace my G2, however,compromised as it is, it cannot be considered a step up from what i have, more of a side step.
I would gladly play an extra 25% of its current price if it had 32GB storage for apps, or 3GB RAM.
As it is now, it is too expensive for the ones that want an afordable compact flagship and too limited, for the ones who want a new flagship specs, but no phablet dimensions.
This only attracts the ones who can afford last years flagships, thus expecting the last year specs too...
Once again Sony fails on timing and market perspectives, no wonder they are going bankrupt because of their mobile division...
