Just use webpage shortcuts for every app like Fb, YouTube, eBay don’t download any apps. And this was is very fluid.
Turn off background processing.
No Siri
Occasionally delete app data from Safari.

As far as am aware of old iOS versions don't work well at all
The oldest iPhones even worth considering is iPhone 6s or iPhone se they can be found just as cheap
A though a functional budget android phone can be found cheap
I just want point out if you go too low end or old the question is will the phone even work or for how long
Ask yourself can you use the phone is it usable is the usability of the phone at a functional state
Just get reasonable budget phones for kids and old people instead of getting something you know is really e-waste garbage tier
