You said this last year. It never happened. And it won't happen this year. HTC has their cheaper Desire line for stuff like this and the Butterfly line. This will never happen to the One line. HTC has said so themselves.

Blame Google/Android for that one. There original prototypes had capacitive buttons until Android 4.4 got released.

I've got the new HTC-1 M8 and it's pure AWSOME ,,but as a company you must do anything to get people away from Samsung and their crap ,,I'm a retired business man and understand this move ,,that option should be built as long as it's just the casing affected ,,then others will have a choice and that's always a good thing and ,,yes it should sell to the market that's looking for a quality built device for a lesser price point and a lot of advertising to get the word out ,, I personally wouldn't have a samsung device If it was only $10.00

I guess if all specs remain the same, a plastic version if significantly cheaper than the S5 will have a chance to sell well. It'll basically be just slightly behind the S5 (ok, except much inferior camera) while being much cheaper. Good move.
