they have a low marketing budget limit, so yes, they should increase that limit at least x5...

and for that reason they want to make sure Z4 will be something amazing, something outstanding and something which can put both iphone or Samsung to shame.
knowing how sony works and well familier with their internal moto, and excellent design capabilities, I say Xperia Z4 will come by the end of May, and it would amazed the whole world of smart phones...
it will be premium, (not plastic), will have features that sony kept secret out of everyone eyes for months, and it will have something that no other smart phone in the market can offer, sony will prove they deserve to be around
wait for AMAZING Z4, it would blow your mind.
my suggestion to Samsung lover is to wait only 2 months and see this phone before falling for Galaxy S6 or Edge,
Sony will out perform them two

Sony must work on their camera hardware+ software customer need sharp pictures with good focus like carl zeiss lens or they can improve GLENS if the can able to.
Put some picture adjustment option in stock camera app while shooting example:Contrast+brightness+sharpness+saturation+ambiance+water marks etc.
Work on more pixel distortion/noise while zooming and must work on a sharp colors . we want something incredible in Z4 currently i am using Z2 its awesome . PLEASE improve waterproof features and make the phone flap-less . Your customers have a lots of hopes with Z4

It's like a photography n00b with +10 sharpen +10 saturation filter and calling his work a masterpiece.
