Yes, you're absolutely correct. The brightness effect has been reduced. It's not a bug. It's then new feature to optimize the battery draining and balancing the light effects on the device display.
according to google its self...they reduced the brightness to save battery but u have to crank up the slider to make it brighter which effect the battery go figure..for me what it was bright on 50 percent now is so dim i have to push it to 80 something.

You wouldn't like it if your phone battery is flat after a good night of sleep. Android, on the other hand, has poor standby time. It's doze feature is practically a joke.

Sure, iPhones have great standby time, but nobody's got their phone laying on standby all day. Screen-on-time is pretty much mediocre to average, which is worse considering they have lower pixel density compared to Android phones.
Majority of phones that are running Android Nougat and newer are already about as efficient if not just as power efficient as iOS when it comes to standby times. Plus, many of these phones even have better power saving options, with the most extreme that can stretch your battery for days under ultra battery saving mode, good luck doing that with an iPhone.

when I leave my phone overnight with, say 54% and when I wake up the next morning it's still 54%. it's called deep doze.

So far so good. Pixel 2 has become smoother and standby battery darn close to iPhone SE that I have. Both charged to 100% before I slept and in the morning, Pixel 2 is at 95% while iPhone SE 97%. Will explore more now but all apps and performance so far so good. Loving my surprised Pie 😀

Couldnt possibly write the whole thing in detail here. Go ahead migrate to Apple with even less feature than android and less software innovation. Apple is well known for being minimalist and simple.
