Depends on your negotiating skills, your volume (usually the more you sell, the cheaper) and the license chosen.

You mentioned Samsung. I'm sure they have the Architecture license due to their custom Mongoose cores, which is ARM's most expensive license.

The loss is a licensee will make ARM lose the subscription's money. Unless Huawei got Perpetual licenses. In that case they'll lose some A77 revenue, but how much exactly is not simple to know.

We are far from "weak sales" however. Very far. There's no need to worry for ARM, they have a lot of customers.

There's the sa... moreyeah same amount of everything. but it makes me wonder, this is a one time license investment from a licensee right? i dont really know. so would the surge of demand from other brands like samsung and others have an increment on the original license contract price? if it wont and the price is not on a per device basis, then probably arm will lose some revenue if stops doing business with a customer. but please correct me if im wrong.

edit : there's royalties too lol.

Whatever they may do, they can't match Apple a13 lightning. Going to blow away the competion. Already the GPU is 40 percent faster than competition(a12).
A13 is going to kill it. Smart hdr will be the first tech to get advantage from that even works at 4k 60fps. Expect 4k at 120 fps
