Limit the Number of votes to "1" for a particular Cell phone from the same IP address. The user can give votes to multiple cell phones but can't give more than 1 vote to the same phone. Also allow only +ve voting. Dont inroduce -ve voting again

Only users who have registered for serveral days or even a week are permitted to vote.
There's no need to concern about the inconveniences caused to the users. If someone who is mature enough and intends to support a product, he/she must be willing to bear this.
Just like voting to a president, citizens don't care taking time to be registered voters, but care the credibility of the vote.

I would go for a combination of option 2 and 3.

Login with Facebook only, which virtually eliminates fake votes, and also vote for a phone only. This way we eliminate or at least greatly reduce the fanboys voting 20 times for their favourite phone (which is a con on option 3 alone)

About starting with 0 stats, don't be afraid. What is the point of having fake stats? Lots of stats that don't mean anything? You have thousands of visits everyday. In a couple of months you will have lots of stats again! Specially for newer phones, olds won't matter that much because they're no longer on sale or are too old to compete even with feature phones of today. And about non-popular phones receiving no votes.. this isn't actually that bad and let me give you an example, I love Nokia. And so I love Nokia N9, but I would never recomend it to a "normal" person. No apps. New OS to learn with anyone else using it, so basically if someone checks your rating page, and they don't see the N9 quite high they won't buy it. Buying it and they'll be left with a dead OS. If you're a geek (like me) and really like the N9, you won't care about ratings anyway and still buy it ;)

To me, this combination have very little cons compared to all the pros. Hope you at least read this and take into consideration. Sorry for the long post but I really wanted to help =)

Pick The Third option for reasons being that the most popular phone can be voted fairly and the "fanboys" wont always see their phone to the charts.

I would suggest the 2nd option that only registered users could vote and vote one time for one phone, and as I call them spammers who ruined this voting, bring back the ratings when sony xperia s was on top or when u think the voting was clean before spamming

Option 2nd is cool.we should let those people with a facebook account(which is probably every technocrat these day)vote. All the people interested in voting are naturally linked with the gadget world somehow, and generally these people are on FB.
and i think the current vote system counters should be reset coz its faltered.

What i think that the second option would be much better because only the logged in customers will get a chance to vote for their favourite phones and that should also be limited to only one vote per handset......2nd option is the best.

Option 2 = If you going to have a voting system, eliminate as many possibilities that are in your control, of receiving fraudulent votes.

                      you can do this thing

Reset the data have something like "like button" on each phone page

                      then to find the ranking
like / No. visit to the page

and count no. of visit per page per ip to be one

Why don't you put it to the vote? :-)
Perhaps you could have a system where only logged in users could vote: this would make it easier for you to keep tabs on some instances of multiple voting. Also you could couple a the voting to some sort of review or comments system so that only users that submit a comment are allowed to vote. Or perhaps, if you did link things to a login system, you could apply a weighting to votes so that the votes of users who vote frequently count less towards the total vote for the phone or you could limit the votes that a particular user is allowed to cast over any particular period

Option 2. using verified accounts is the best way. But to get more people in you can also start including login using google or open id.

Also limit no. of votes a account can give in a specific month to 5-7max cause i have never seen more than 5-7 phones get announced in a month except MWC or CES. And limit 1 vote per phone model per registered id.

When a user is voting for a device make a mandatory to mention atleast three to four best things or features of the mobile where it surpasses other devices.

I'd opt for the solution number two. And as sb mentioned earlier, for those without facebook accounts you could provide registration on gsmarena.com ;)

                                      Prefer Option: 2

                                      1. Users with validated E-mail are eligible for voting.
                                      2. User can vote/rate only once for each model.
                                      3. User should be allowed to rate only -3/+3 points against the current rating points.

                                      Example:

                                      Design: 6
                                      Feature:6
                                      Performance:6

Users can rate this model from 3(6-3) points to 9(6+3) points. In this way we can prevent Fanboys from downrating.

Let whoever wants to vote provide a valid email address as a condition for voting if it is not genuine you filter the vote out.
