I think it is best if you go with the second option. That limits the number of votes no doubt but for a fanboy to spam his votes becomes difficult.

i would say by user account login is the best
you can provide choices/options, whether to use facebook, or other popular community account, or create a simple account in your sys

The existing system is anyways of no use.. so scrappin the whole thing n startin afresh makes sense... email voting can also be considered...

Well I also agree for the 3rd Option. Well also, put some verifications on voting. It make sense that there should be some verifications which will avoid the intruders and also proper results will be displayed. Also you need to make sure not to ask too much from the user , as the user will never return to the site .

categorize first the type of smartphones - LOWEN... moreIn my opinion, I don't think what you said can be attributed to being bias, but they are comparing the phones to all other phone hardware/capabilities.
If you are only comparing hardware and features within the same category, it will give a hard time for people whose budget can fetch them phones from more than 1 category.
When I look at the reviews, I know that the pros and cons are just to help me decide if I want to get it or get more expensive phones with more features and performance.

1. Users with validated E-mail are eligible for voting.
2. User can vote/rate only once for each model.

regarding the voting system i would say there should be a completely new one where the numbering for performance, features and design is based on the tests done to the phones and not on the voting of a customer there should be a page for customers giving there opinion about the phone they are using and another voting system that is accurate and based on tests done to the phone as a whole

Ask for an email ID before voting and then use CAPTCHA code and validate the vote, if the email is a genuine one. This reduces Spam too.

Only votes of those pepole be counted which used the such mobile. To assertain this mobile was used by a person voting IME no of mobile shall declared nessary to enter before using voting, due to this bogus voting without using mobile can be curtailed only one vote for one IME no.

A) Login to vote with verified email address (membership).
B) Implement captcha on voting also.
C) 1 member can only rate/vote for a single phone ONCE, but is allowed to vote on other phones as well with the same condition.
D) Broaden criteria for voting. Add Price etc.

divide your voting system into 3 sections which all together combine to make a 100 %
30%(your voting system)
+
40% [(star rating system of vote integrated to "user opinion section") ± (up thumbs & down thumbs given to a user opinion)]
note - user can comment as many times as he wants but "star rating(out of five stars)" can only be given once per "ip"
+
30%(average of total comments made within last 36 hours)
a single system will always fail...

I would say option 2.
I don't like the idea of having to belong to Facebook though (which also distorts the voting demographic).
If I were you I would also consider not-starting or resetting the voting until either the phone is released or the first reviews are out. People are voting on batteries and processors for which they have no idea how they will perform.
If not 2 then get rid of the voting maybe. I don't use ratings to make my decisions and I don't even look at them on this site. Everyone has their own needs and preferences.
The fanboys are a menace on this site. They post pointless posts. You would have to be a very sad even as a fan boy to go to the trouble of promoting and demoting phones.

Using all of ways to prevent it. First is filtering. So you can remove guys using same device. ASKING TO WRITE A REVIEW ABOUT PHONE. IT WILL SIMPLY BORE FANBOYS. And to vote without reviewing simply asking to log in. By the way you can get rid of fanboys but it will take other users away from trying to vote.

Ask the user for a email that's valid send a voting link either of +ve or -ve vote and then add then vote
