ICS does use all that useless leftover ram to make things smoother.what's the sense of having all that hardware if your'e not gonna let the OS use it? :| seriously people don't buy stuff you don't understand.-_-.

What it shows in task manager is not so important, please look in Settings > Applications > Running Services, and on the lower part of the page it should show a green/grey bar where it says RAM: Used and free. Add them and please reply the result to see if available RAM has been indeed lowered.
In 2.3.6 it shows 208 used and 508 free (208+568 = 776 available RAM to the user.

I've done this when I faced this issue. It wont reset the firmware, but erases all the user data from it.
