Mrwhosetheboss have stated that the Exynos performs over 17% worse than the Snapdragon over multiple runs of Antutu benchmark. He ran the benchmark 5 times continuously on each phone and the Exynos got 477,329 points, where the Snapdragon got 577,753 points.
"The Snapdragon is no longer 3%, or 6% ahead like it was when we were testing peak performance, it is now 19% ahead."

Go watch the video Mrwhostheboss made. ... Unfortunately there is a big difference still. I personally believe next year when they release a chip with and graphics vs Mali GPU it will make the leap. Currently however, to sum up Mrwhostheboss conclusions from the tests, Exynos starting temp is much higher (approx 43C exynos vs 34C for SD). And this greatly impacts performance as it throttles heavily. I doubt it will feel "slow" per say. But in the end, there can be up to a 19% difference in performance for "the same phone".
That should not be acceptable

From what I’ve noticed in the article it looks like the die size of the chip is too small compared to Apple. The X1 core also seems to have some issues.
It’s just strange to see that SD865’s sustained performance is only slightly worse or even the same as SD888. Meanwhile the Exynos has improved a lot, but still under SD865.
The CPU design changes are not drastic enough like Apple’s let alone Huawei’s Kirin (9000). The A14 did have throttling issues but this has been fixed. As a result the phone only throttles less than 5% and if you trust 3DMark, 10% (for the 3DMark test, watch TechTablets iPhone 12 Pro Max throttling and gaming test, and the phone only throttled about 8% performance). The Huawei also has great performance but the behaviour of sustained performance is a little strange (look at GsmA review). S21 Ultra Exynos does 70% in GsmA review and that’s a big phone.
Maybe it will get fixed with a software update but I’m definitely not too impressed. The most meaningful changes are probably the ISP and other features like 8K 30 recording.

Mediatek was caught in Antutu benchmark scandal, scoring more than it’s supoosed to be until some reviewers found out that there is significant thermal throttling (look up Realme X50 Pro vs Redmi K30 Ultra comparison for example).
Other vendors also do these and some even gets away with it.

It seems that not just Apple (its GPU performance is overhyped, high performance but very high TDP as well), others are also following the same thing.
I think the performance of either chipset can be fixed with a software update but there was one section of the article where the X1 Core has a design flaw. Looks like the Firestorm core on A14 is king, the CPU design nailed it, barely throttles (less than 5%) even if it runs like a stove. Unfortunately screen is locked at a pedestrian 60Hz, so the potential is wasted.
Hence Gary Sims throttling test (check Gary Explains YT) proves the articles point. Really hope Nuvia can fix Qualcomm’s mobile chipset reputation.
I think it’s great if GsmA can do a thermal throttling test of the current flagships.

For example, xiaomi may do a small amount of cheating, but a company like meizu could do a ton of cheating. That makes the results even more unfair and biased.
It's just like somebody saying "if you allow everybody to have a jetpack in a race, the results would be accurate because everybody is using a jetpack and thus the race is a measurement of how fast each runner is.". That's obviously not true because Person A might be using an ultra-high speed jetpack and Person B might be using a small jetpack, and we wouldn't know for sure.
"Hmmm.. Well every race doesn't just let all their participants cheat, I wonder why?"
