It doesn't even say because it's useless and it's nonsense. In order for a small area to reach that much brightness, all other pixels on the screen have to be turned off completely. Then you fried those pixels pretty much.
No manufacturer turns off pixels completely to 0 to produce true darkness. It can be done in test lab scenarios but in real-world usage is a no-go. Manufacturers who care about their OLED screens never completely turn off pixels completely when the content is black and they never allow control for a single pixel but rather group them together. This prevents ghosting and pixels from dying too soon.
So if Mi 11 Ultra did achieve 1700 nits of brightness in the testbed you will never see it in real life usage. Actually, you will never see it anywhere near that number cause Xiaomi is not that stupid to let you burn their display and then claim a warranty.

And some of them are not even available because Xiaomi never made those devices. For example, Mi10i 5G, Redmi Note 10 Pro (India), Redmi Note 10 Pro Max 4GB are not available to buy because they never made one. And they also increased the price of every phone in India lately blaming taxes. By using this strategy they can build their fan base not user base.
