Also not working for me, either through the restart or any of the "fixes" some people post across the web. Using a LG V30 on Mint Mobile (who uses the T-Mobile network).

Will not buy this type phone again. Trouble started over weekend with the "LG IMS" bullcrap; have "force-stopped" it hundreds of times to no avail and now my voice mail won't work either. At the time LG seemed a decent alternative to the high dollar samsung & iPhones but just craps out after couple years! Buyer Beware what aPoS.

T-Mobile branded phones work FAR better than unlocked phones. They get more updates and VoLTE, VoNR, and 5G work correctly. You can remove the carrier lock just by tapping a button.

I still bring my T-Mobile LG Velvet 5G with me sometimes because my Sony Xperia 1 III cellular performance is garbage on all carriers.

The following steps can be taken to clear error messages and enable calls and text messages.

Ask your customer to restart their device.
Once the device restarts, if the error message still appears, continue to Step 3.
Turn on Airplane Mode. This will stop the error message from showing up repeatedly.
Tap Settings > Apps & notifications > App Info or Settings > General > Apps & notifications > App info depending on the LG device model.
Tap Menu (3 dots upper right-hand corner) > Show system.
In the App info list tap com.lge.ims.rcsprovider.
Tap Storage > Clear Cache > Clear Data, in this order. Tap Back Arrow (upper left-hand corner) > Force Stop.
Customers may need to repeat Step 7. several times to stop the error messages from appearing.
                            Turn off Airplane Mode.

still broken. 5/24/2022, 11:28 AM Pacific Time

This worked for me just an hour ago:
Note: Follow the sequence in order on step 5 or the fix might not work.
                                  Reset IMS services
An adept LG phone owner found and shared a solution on Reddit, and it seems to have worked for many users. Here is what you need to do:
                                  1. Set your LG phone to airplane mode to prevent the error message from popping up over and over.
                                  2. Head to Settings -> Apps & Notifications -> App info.
                                  3. Tap the 3-dot menu in the top right corner and enable show system.
                                  4. Look for com.lge.ims.rcsprovider in the list and tap it.
                                  5. In the detailed overview for this app, hit the following three buttons in order: Clear cache, clear storage/data, and force stop. (Depending on the Android version on your phone, some of these three options may be found under storage information.)
                                  6. You may have to repeat step 5 above multiple times for the problem to fix itself.
                                  7. For good measure, restart your phone.

This is why I always try to avoid carrier-locked phones as the carrier in question can do changes but ended up giving bugs.

Just called Tmobile. They say LG to soon release a software patch to fix it. But in the mean-time this trick fixed the issue for me.
Settings --> Apps and Notifications --> App Info -->
see list of all apps on your phone. See three dots on top right. That is the menu for App Info
Click on these 3 vertical dots on top right corner of screen. Select Show System.
Scroll down way down and locate app named "com.lge.ims.rcsprovider"
Click on this app. Then clear cache, and then clear data.
Once successfully done. Bingo.....the error is gone.
