    Following this diagram: Green is the entire sensor on Pro-I. The circle indicates the image circle, purple is the area used to take a photo, blue is the area used for video recording, and red is blue minus the pixels for stabilization(3840x2160).

    Notice how much headroom you have between the red and purple rectangles and how there is not much of it between the red and blue. Since the diameter of the image circle is still restricted to the diagonal length of the 4:3 12 megapixel sensor area, the number of pixels which the electronic stabilization can use to wiggle the frame around will remain largely the same when shooting a video. You may gain more pixels for stabilization horizontally, but lose them vertically which will make the footage shakier when there are lots of up and down movements.

    So what does this imply? FOV and the effectiveness of stabilization are comparable on Pro-I and other phones. The use of the Type 1 sensor does not offer benefit in both photo and video, resolution wise. Sony is being dishonest by not mentioning the sensor crop and tricking people into thinking the entire area is being used for photo in the product page, and only mildly hinting at it in a few interview articles that you need to dig in.

            By the way, it seems that Xiaomi's main camera has OIS (that's definitely not obvious, one always has to check this in the official specifications), I just noticed that it was mentioned during the presentation.

In Japan there is a cert called Giteki and it is illegal for you to use any kinds of wireless communication devices without one, and this includes all parallel imported multimedia devices, but no local careers nor the government ever cared about it.

No sensor is ever used entirely for video, not even those 16:9 like Samsung S6.

                          Anyway, there is zero chance japanese engineers make phone with bump that huge/thick. Panasonic did because it was more like camera with android than phone. But today, it is out of question.

This is why you see device that are not sold in the country XYZ, but phone is certified there.

                            Xiaomi phones have FCC ID, but not sold in USA.

It's pretty clear that Xiaomi is testing the water with this release to better prepare for the international releases of upcoming Leica-branded phones (13 series onwards) in the future.
