Note that EXCEPT India, each and every country already has 5G commercially deployed (in some regions, if not nationwide). And as far as nationwide deployment is considered, India too, won't be having nationwide 5G until at least a decade (unless you consider NSA BS as 5G)
That testing phase you talked about, is what India is going through now and these "tiny" countries went 4 years ago
