I wonder if custom ROM counts. There are lots of Android 13 custom ROM out there. Even the LG V30 recently got official LineageOS build.

Oppo had devices updating to android 13 last August/September (so the same time as pixel devices, Oppo were 2nd getting it), uk was late to get the update yet my find x5 had it near the end of September (so about 2 months before any samsung device), ive been getting MONTHLY software and security updates aswell. My mates find x2 pro is also on android 13 and has been since december, thats an early 2020 device.
Oppo, realme, vivo, motorolla and oneplus all get 4 years of updates and 5 years of security updates aswell, i seriously dont get the hate anymore or this 🍑 licking of samsung specially from this site anymore.
Only thing ill give samsung credit for is they have more lower end devices releasing with android 13 than some of the others, otherwise their flagship sales are down YoY, overall units sold are down YoY and they arent the only ones offering incredibly quick and efficient updates. Cant believe how the news article praised samsung straight up and went "oppo, oneplus, realme are sort of quick", just pure favouritism.

Samsung doesn't. They only announce it as press release with a general statement of their "flagships and select A series will get x years of updates," but they don't actually create a specific list like Google. A customer still have to figure it out on their own, or rely on tech blogs for the info.
I'm not discounting Samsung's effort. They are still the gold standard in software support for Android. But I'm talking about transparency of support information to end consumer. Refer the the Google support page. Simple, x model, updates until y dates, security patches until z dates. This way, consumers will have educated buying decision. Google should require all OEMs to have this kind of information. This will weed out those lazy Chinese OEMs.

To combat this, Google can help by simply requiring OEMs to disclose their software support timeline. A simple list of x device will get y Android upgrades, z years of security patches quarterly/monthly. Transparency will allow consumers to make better buying decisions. Right now, many OEMs are making things confusing by putting number version for their skins. For example, MiUI. MiUI versions 13, but the base is Android 12. This can fool customers into thinking they are buying a new phone with the newest OS. Also, customers at this point have no clue how long their phones are going to be updated and how often. Only Google specify a clear timeline for their Pixel phones. Samsung only announce their policy as press release, but they don't actually have a clear page of their specific update timeline for their devices. The Chinese don't even bother. I mean we are still seeing new phones being released this year with Android 12.

For an OEM to get their phone certified by Google (to get access to GMS), all they need to offer is 2 years of quarterly security patches. That's it. Obviously most OEMs only go for the bare minimum.
