In 2021 USB 2.1 and USB 3.1 were updated to increase they charge limit to 240W. So there isn't a difference in the charge speed if both are USB C.
So everything depends on the company and Xiaomi decided to be greedy and reduce the charge speed.
Also USB isn't only used to transfer data. As a mobile game developer I can't install games using cloud or Wi-Fi. A mobile game can be 500MB and even larger. So every time I want to test a game I need to wait until it's transferred and installed. Using a USB 2.0 it takes ages.

That's why Mi 13 ... moreThere's too many complicated info all over the net but most show usb 3.0 charging faster than 2.0 unless the 3.0 version is of the low power one. Then we have another info that says the benefit of 3.2 is not the charge speed but the data transfer speed.
Just shows that higher is "almost" always better.

If you want USB 3.2 then you need to buy a 13 Ultra. 13 Pro sill has USB 2.0. And the funniest thing is that until recent even the top model had an USB 2.0 (Xiaomi 12S Ultra).
There is only on cure for greed and it's called "just don't buy it".

S23 ultra, Xiaomi 13 Ultra, Pixel 7 Pro, Find X6 Pro, Xperia I V, Vivo X90 Pro+ etc all these flagships have either usb-c 3.1 or 3.2
But of course Apple had to limit it to make people buy the more expensive pro models.

Interesting to note that even the iPhone 15 base model port has all the pins, when many USB 2.0 devices don't bother with the SS and SBU pins. They may not be wired to anything, but it's still possible that it may be faster than USB 2.0.

That is the only reason the iPhone was left on their proprietary connector. Apple has always been a margin player on computers, which means they are forced to follow the currents and everybody else did USB-C, so Apple had to do USB-C to have a chance in the corporate business. On phones, they were free to abuse their de facto monopoly on US corporate mobile, and effectively lock out the competition by forcing businesses to buy Apple-only chargers.
Apple has always been extreme on these types of consumer abuses. They're not alone, though. Google does the same with their apps. Only releasing dedicated apps on ecosystems they don't have the influence to "destroy" by forcing consumers onto their own ecosystem.
