Nokia 7.1 is more expensive because price is based outside china. While Nokia X7 is FOB china converted to euro or usd.

This phone has not really been released yet and will be rebranded as Nokia 8.1. It could very well have different specs as well by time it comes out. Also, Nokia 9 is early 2019.
