Official update (WP8.1+Nokia cyan) for Lumia 520 isn't available yet...coming in few weeks.

Windows phone 8/8.1 is mobile operating system and Windows 8/8.1 is for tablets and PC.
Windows phone 8.1 update 1, also called GDR1, is coming next week for phones (it is DP)
Windows 8.1 update 1 is for PC And is already out there, update 2 is on the way for august release
These updates are minor and generally bug fixing and include small features..

Don't worry, Cyan will be available soon and it will sort out all performance related issues of 8.1 :)

I want back my windows 8 black update... moreno,dude. wp8.1 is better with so many features. if you want to go back to black t than download nokia software recovery tool on pc and then connect your phone to pc, there ll be option for it. you need a 3g, because windows phone software is about 1.5 gb. nokia software recovery tool is about less than 100 mb..

Absolutely cyan is better. Wait for cyan update. When it is available, I or someone here ll let you know. At worst case cyan ll be available at the end of this month.

The Samsung Grand 2 it has 1gb ram and i think dual core processor? Or check any lumia or htc phones that could go with your budget.. Hope that i helped you a little..
