The bottom line is that this is a 12MP sensor, albeit with large effective pixel size of 2.4 micron. The reason I was led to believe otherwise was the very next sentences of the paragraph you quoted from xda-developers.
The only remaining question would be why they use distinct terminologies to describe the color filter arrays, supposedly for the same 4-cell/Quad bayer setup:

Some are designated "4-cell", others "Color 4-cell" and "RGB Bayer 4-cell".

I must admit I cannot remember last time GSMA was so overwhelmed by some smartphone...btw.ordered mine last night from AliExpress,same one like here,transparent one in 12/256 GB variant,for €800(delivery for EU included).Judging by this review and DXO's this is the best smartphone on the market right now,especially considering the fact that competition costs €500+ more than this Ultra(P40 Pro,S20/Note 20 Ultra,11 Pro,Xperia 1 II,Find X2 Pro..)and this is even better..Great year for Xiaomi,Mi 10 Pro is a great phone,this one even better...

It’s a phone with Chinese ROM. So on some occasion (like build in troubleshooting etc), you may still see Chinese words despite your system language is set to others.

You can use Google translate as they were Russian sites but in terms of explaination regarding OV48C, they have the better materials.

"The 48MP flagship image sensor is built on OmniVision’s PureCel Plus stacked die technology. It integrates an on-chip, 4-cell color filter array (BCFA – Buried Color Filter Array) and hardware remosaic, which provides high-quality 48MP Bayer output."
The "4-cell color filter array" is what Quad Bayers are. Omnivision just doesn't like the term "Quad-Bayer". It is a Quad-Bayer sensor with improved processing done on-chip.
