Yes it's probably your carrier, I would contact them & ask them what is the problem, & when are you going to receive the April & May updates.
You could also contact Samsung customer services for advice.

Always been a Note user since note 3 , am on Note 9 now - perfect phone UNTIL some idiot from Samsung updated the software and destroyed the SCREEN !!!!!! , it flickers , darkens and turns greenish from time to time then comes back as if nothing happened . They should send out another update and fix this ASAP !

I reckon it could be the same as last time (25 Sep 2019), when you commented about not getting updates, and you correctly identified it being due to a weak WiFi connection, well it could be the same issue/ solution.
You said, "Thanks very much bro. Your intervention worked.
It only needed a strong wifi connection, I turned off all other devices that was using the wifi and it worked, I got the update. Thanks once again."
Sounds like you need to upgrade your router, tell your Telecom provider, they might send you one for free, just do a search for reviews to make sure it's a decent bit of kit.
Alternatively, if the WiFi method doesn't work, you could try it via mobile data, just make sure that your battery is more than 50% charged & that you don't exceed your mobile data allowance, because April's update (in my region/ carrier) was bigger than usual, as it included; 'Improved performance. - Camera'.

Go to >Settings, >Software update, Auto download over WiFi (if not, then also turn WiFi connection off & turn Mobile data on), >Download & install.

When people say its an update issue, recent update still didn't change it and the screen remain yellowish with those black strips. Excess heating and drop in resolution, I just hope Samsung will address their hardware issue. I still have faith in their mobile division but sad news is my Galaxy Fit E beyond repair, guess I might stay away from Samsung gears for a moment. Note 9 still excel as a daily driver, just sad at how lots of people being affected by the screen issue.
