Snapdragon's bootloader is not unlockable and there is no community support in ways of rooting and custom ROMs. Plus, using LSPosed and Physical Button Master Control you can reprogram the Bixby button (called Menu in LineageOS) to control music, open apps and so on (I have it set so that one tap chooses next song, double tap previous, while tap and hold opens the music player) depending on the conditions you set (ie. the action can only be performed with screen on, screen on and off, device unlocked and so on). Use 4.2.1 to configure buttons, reboot to check if the reprogram is successful, then update to 4.3 and export the reprogrammed settings (4.3 force-closes if choosing an external app but can export and import settings, while 4.2.1 cannot export and import).
Make sure to set a sufficient delay if using one button for multiple functions, so that the system waits and listens to keypresses before executing the actions, otherwise it stops listening before you tap the button enough times. I found that a delay of 200 ms is sufficient for it to distinguish between a single tap, double-tap and tap-and-hold while quick enough that it responds quickly. You can also add vibration or other notifications on successful keypress so you know the actions executed.

Rooting allows you to reprogram the Bixby button too.

I wouldn't call it downhill, I would call downhill their process fabrication node that have had worse yield nodes in the latest years for trying to rush before time, but now they are recovering.
