I browsing this on old BlackBerry Z30 with Amoled screen and woefully underpowered SOC. Scrolling (and also everything in system) is always buttery smooth.
You can grab one unused for 130EUR.
Seems that some things which were not normal for died brands like BlackBerry and Nokia are new normal now.

At least there are are devices with higher specs but less mony and better support. ZTE NUBIA Z17, HONOR 9, XIAOMI MI 6, for example. And they are not cheating.

I've witnessed this too in e.g. a galaxy tab s2. I'm sure other (older) phones have this issue as well. I suspect a combination of low refres rates and high resolution is the problem. They could have used more expensive screens with higher refresh rates but would have made the phone even more expensive.

This yello effect is indeed typical for amoled screens due to lower refresh rates. This is probably less of a problem for e.g. Galaxy S8 because Samsung really uses high refresh (thus more expensive) screens in their phones. Oneplus usesoff the shelf components and used a cheaper panel in the +5 than the +3. It's as simple as that. IRL this isn't such a big issue as other amoled equiped devices has this yello effect too (while fast scrolling).

Amoled has typically lower refresh rates than LCD, this causes the yello effect onscreen. It's very well possible that higher quality Amoled panels have higher refresh rates and have less of this effect. So this is indeed normal for the type of screen 1+ uses in the OP5. Using higher quality panels makes thus phone even more expensive so they obviously saved on the screens. I'm sure that if you'd compare the screens of the OP3 and OP5 that you notice it's from a different brand/manufacturer.

So, the jelly effect is true of OnePlus devices. What a great way to chase away new customers (and some existing). I don't mind a little jelly, but I do interpret the speak as laziness on the part of the company. What else will they come up with?

For the customers that own OP 5 is confirmed that the display has a 180º orientation, in other words they mounted the displays upside-down of the normal use. Probably is the first time we see something like that in a phone and certainly an engineering decision.
With a 180º orientation, plus the screen refreshing from bottom to top when you do a vertical scroll, the jelly effect is almost assured. I'm not sure but it could be possible that due to the tolerance in the manufacture of displays some do not reach enough refreshing frequency, increasing the jelly effect a lot. Even you can see it in a side scroll in the shape of wave. It is understandable also that some people can perceive it more than others.
