You don't make a completely different chip just for a phone model that, in a best-case scenario, would sell 10M. The investment is much higher than the benefits.
In any case, they could just get rid of the Exynos variant and offer only the snapdragon version.

I see two options here:
1) they up the clock of E990 and improve the cooling system to be better than s20 ultra to match SD865.
2) they underpower 865/865 to match the exynos

it could do 4K60 which was not possible on SD835.
Samsung disabled that on Exynos variant to make device match weak power of SD835.
Same with the next iteration, they could do 8k recording even before Snapdragon but they disabled it.
They might be only lagging in gpu performance compared to Adreno.
While Exynos 990 was a complete disaster and got eaten alive by Snapdragon 865.

Exynos 5422 was better than SD 801,
Exynos had big.little architecture and Qualcomm didn't. Which made the exynos more power efficient too.

Improved Exynos 990, what a joke, they didn't even bother to increase the number, that should tell us a lot about the improvement we can expect, even with version upgrade they were nowhere near Snapdragon, unfortunately this kind of marketing still traps some customers (not US/S.Korea/China) who are going to buy this not realizing that its a mediocre pos.
