The law doesnt say that brand need to build their factory in Indonesia. They can change it with RnD etc.
And for Apple, this year there was agreement on investment around IDR 1.6 trillion on their RnD in Indonesia to fullfill those 40% requirement and till now they still not meet that agreement. That's why the goverment issues the selling.
Anybody who wants apple or google phones, still can handcarry from abroad and registered imei upon arrival. But the law restricts reselling the phones.

such as mito, advan and evercoss. they suck at making phones, although they are chinese made phones with their logo slapped on it
