Any unregistered phone brought by foreigner still can work using their overseas SIM (roaming) but only for 90 days maximum.
So, anyone can use their phone in Indonesia without registering at airport as long as they only use OVERSEAS SIM provider (roaming) and only plan to use their phone for under 90 days.
IMEI registration is a requirement for using locals SIM (under 90 days of stay) and free tax.
IMEI registration + paying import & custom tax are the requirement for using locals SIM AND want to use it for more than 90 days.

Each product have different bracket,
ex. Product A allowed to have 10% tariff, Product B can have tariff as high as 20%
banning = not allowed
And what Indonesia did were purely banning.
Indonesia should just slapped apple with (example 20% tariff) and done.
Allowing to be sell in Indonesia but pay tariff.
What Indonesia did is against the WTO law that Indonesia part of.

The same thing also required for Indonesian who bring their overseas phone to Indonesia.

No iPhone 16 (or it's garbage anyways) so I went for the second hand market.
No Google Pixel so I buy the Sharp Aquos.
No OnePlus so I go for the Oppo Find after the Oneplus software debacle or The Nothing Phone 2a.
When in doubt, buy a Samsung and get wrecked by Louis Rossmann, company's biggest truth speaking hater.
Or don't buy a phone at all.

Anyone include foreign expatriat/student who wants to make any of their imported phone (overseas purchase/blackmarket/ online shopping) works permanently in indonesia, must pay import+custom tax to government, which is about 20%-30% of the price and you still need to show official proof of purchase of the phone.
Thats why blackmarket and online shipping would not work as a way around of this ban policy.
