Compared to Note 10, Note 9 has better sensors and specifications. Also, the spen is superb on Note 9. I think from Note 9, the best to buy is the Note 20 Ultra.
Bought Note 9 today for 75usd.

If you are in Lagos, Nigeria you can get this Samsung Galaxy Note 9 brandnew sealed with all the original accessories intact. It comes with android 10 One ui 2.5, otg cable, earpiece, etc. 24 month warranty
Currently using one as my daily driver. This flagship phone was the best smartphone of 2018 and is still a very solid midrange in 2023 compared to other midrange phones from samsung.
I highly recommend if you are on a budget.
A true complete flagship it is.....

Samsung's "mid-range" offerings are overpriced crap. Their best midranger is the A52s (which is better than everything after it, including A53, A54(which came out this month) and A73.
$200 - Poco X3 Pro → cheap and excellent value
$300 - Poco X4 GT → cheap but actually more powerful than certain flagships
Only downside is that it uses MediaTek, which doesn't have much support for games (or custom ROMs etc)
If you don't know what rooting is, it doesn't matter.
$350 - Poco F3 or if you can get it, the Poco F4 → the most popular flagship killer you can get for that price
